The Open Science model, currently promoted as part of the parallel initiatives of Government, Education and Open Culture, defends the value of information as a common good, and includes in its scope: publications, data, replicability, evaluation, policies and research tools under open conditions. So far, the achievements observed in open access to scientific publications allow us to move towards access to primary research data, in the European Union driven by the mandates of Horizon2020 and in Latin America by national open data policies and transversal thematic projects.
However, given its nature and importance as basic information of the scientific process, research data management involves internal processes of change directly linked to the research practices of each area of knowledge, more complex and delicate than those treated by publications. The conditions and strategies to facilitate the organization, collection and disposition of the research data imply, not only the normalization of communication protocols, but above all a knowledge of the specific research practices and an analysis of the implications of intellectual property and responsibility of researchers in the use and reuse of primary data, to define how and when they are offered in open access.
In this context, Research Data Management, whether open access or not, should be considered by all research institutions as an integral process of their research systems and as an instrument adaptable to different research practices, which should be appropriate by researchers as a way to improve their processes and promoted by research systems regardless of the decisions to be taken regarding the access conditions, as an initial step to establish the scope of the Open Science model in their institutions.
THEMATIC AXES OF DEVELOPMENT
- International and Regional Panorama of Open Science and Open Research Data
Objective: Understand the justifications, objectives and implications of the open science model and research data management in the common framework of open data initiatives for university institutions and their research systems.
What and why open research data? Why initiate actions on open data? Who has started and how are they going? Common reference projects?
- Policies, mandates and projects or institutional or cooperative programs
Objective: Know different forms of design, development and appropriation of policies / projects for research data management, identifying the most relevant qualities and conditions according to the different types of institutions and their context.
Where and how to start? When and how to undertake a policy or mandate? Who are the countries / systems / institutions of reference? What are the most pertinent ways to start according to the contexts? What kind of policies / projects / programs have been successful in the Region?
- Open Research Data and Data Management Plan
Objective: Recognize the researcher's leadership in research data management, whether or not open data, and provide the necessary references to start or develop Data Management Plans, DMP.
Why and how to design data management plans? Who and when should do data management plans? What are the requirements, models and references? What are the conditions and implications of a DMP? A general DMP or DMP’s by areas of knowledge?
EXPECTED RESULTS OF PARTICIPATION
- To know about the state of the art on data management and open science policies.
- To understand the main challenges related to data management consistent with institutional objectives and know first-hand successful experiences.
- To acquire the necessary information and knowledge to start or develop Data Management Plans.
- Coordinators of research groups and researchers.
- Vice-Rectors of Research / Directors of research systems.
- Project managers or coordinators of research data management services.
The program will be coordinated by Prof. Paola Andrea Ramírez, librarian graduated from the Escuela Interamericana de Bibliotecología of the Universidad de Antioquia, specialist in management and development of collections. She is currently dedicated to the documentation of scientific information in the area of health and the promotion of initiatives of open access to information.
This program will last approximately 2 months, divided into 8 weekly videoconference sessions of 2 hours in which the proposed themes will be discussed. The videoconference sessions will be every Thursday at 4pm (Paris time) from May 24th to July 12th, 2018. If the interest of the participants justifies it, the number of sessions could be extended by resuming the activities of the program in September.
The program will be developed in English. In the eventuality of having Spanish-speaking speakers, the session will be developed in both languages with translation made by the Columbus team. After these particular sessions, a complementary session, of approximately 45 minutes, will be made completely in English to reinforce the concepts and generate discussion among the English-speaking participants.
The presentations of the program will be developed by videoconference using the Columbus collaborative work platform, which will allow you to:
- Follow the discussions through audio and image; having the possibility to access later the recordings.
- Interact with the guest speakers and participating institutions in real time through the chat.
- Get in direct contact with the presenters and colleagues through further consultations.

Columbus Member Universities: Free
Columbus non-member universities: 500€
UNESCO Chair institutions: 400€ per institution (-20% of regular price)
The registration and participation fees includes the participation of teams made up of unlimited participants from the same institution, the material of the presentations, the recordings of the sessions as well as a certificate of participation at the end of the program.
