The Open Access to the science is one of the priorities in the international public policies for development of science, research and innovation. As a part of the Open Science strategy is endorsed by the government’s projects and promoted by the researchers, scientific associations, information scientists and universities.

Member of the Agencia de Sociedad de la Información de Uruguay, ex-president of the RedClara; Clara Eugenia García President of ERAC Standing Group on Open Science and Open Innovation and Subdirectora General de Coordinación, Planificación y Seguimiento, de la Secretaría de Estado de Investigación, Desarrollo e Innovación del Ministerio de Economía y Competitividad de España; Francisco Sagasti scientific development policies specialist; ex-Executive Director of the FORO Nacional/Internacional; and Manuel Heitor, Minister of Science Technology and High Education of Portugal.
